I have found a way to run netcut on windows 8

here it is

1 install the latest version of netcut when the error message appear click on cancel
2 go to "c:\program files" right click on netcut folder and click properties
3 go to security and click EDIT
4 click Add and add your user name to the list then check on full-control click OK and close the properties page
5 open netcut folder and right click on winpcap.exe -> properties -> compatibility -> chose windows 7 and run as administrator then click OK
6 after you finished the installation close netcut and chose that netcut don't start automatically the reboot your computer
7 open windows firewall chose Allowed apps through firewall add netcut and close
8 got to netcut location and change the compatibility settings to windows 7 and check run as administrator
9 open netcut and if the list of computers dos not apper click on "choice NetCard" click on your Netcard and then OK
