How MAC address checker work
Ethernet hardware addresses are 48 bits, expressed as 12 hexadecimal digits (0-9, plus A-F, capitalized).
These 12 hex digits consist of the first/left 6 digits (which should match the vendor of the Ethernet interface within the station)

I have been using net cut since last year, on stock rom. It worked fine. Later on. after switching to cm 13, i have been facing problems. Then I switched to resurrection remix, PAC man OS, Dirty unicorns, but problem didnt get solved. lastly, I flashed back stock rom, it worked fine.
The problem occurs at step 3:
Step 1) Superuser access granted on opening netcut
Step 2) shows list of users connected to the wifi
Step 3) As soon as I decrease speed of any connected device, phone reboots.
My Device: Oneplus one A2003, aka: Oneplus Two

Thank you for helpping report this CM 13 crashing problem. I did some dig around https://forum.cyanogenmod.org/topic/119253-spontaneous-reboots-with-cm13-601/ and find CM13 for Oneplus Phone crashing seems a known issue. it more todo with user input. ie: swiping, Hit a button etc.
In netcut speed control, it is a sliding button, might that’s the issue? do you want to try 1.2.0 to just “hit” the user to CUT ? see if that helps?
Also, I would try a stable/better ROM for your phone aside CM 13.
