netcut running under admin is not an error, it is an information. netcut should be running under admin.
just make sure you run the latest version would be fine.

Even when NetCut is running under administrator, network computers do not appear. How can I run it as an administrator in Windows 10 PRO?

have you tried run netcut in your HOME WIFI ? see if it shows users in the network?
public WIFI sometimes use proxy that does not allow scan.
